What problem did the villagers in Hardas village face? What did they do to solve this problem?
The villagers in Hardas village faced a severe water problem, with the hand pump water level dropping and women needing to travel to the Suru river, 3 km away, for water. To address this, a Gram Sabha meeting discussed various solutions. Initial suggestions included piping water from the Suru, making an overhead tank, deepening hand pumps, and cleaning wells. However, these were deemed short-term and expensive. A member, Anwar, introduced the idea of watershed development based on successful examples from Maharashtra, which could offer a more permanent solution by conserving and recharging water through methods like planting trees and constructing check-dams.
What, in your opinion, is the importance of the Gram Sabha? Do you think all members should attend Gram Sabha meetings? Why?

Nimone is a village on the Chauphula-Shirur Road. Like many others, this village has also been facing a severe water shortage for the last few months and villagers depend on tankers for all their needs. Bhagvan Mahadeo Lad (35) of this village was beaten with sticks, iron rods and axes by a group of seven men. The incident came to light when some villagers brought a badly injured Lad to hospital for treatment. In the FIR recorded by the police Lad said that he was attacked when he insisted that the water in the tanker must be emptied into the storage tanks constructed as part of the water supply scheme by Nimone Gram Panchayat so that there would be equal distribution of water. However, he alleged that the upper caste men were against this and told him that the tanker water was not meant for the lower castes. Adapted from Indian Express, May 1, 2004
a. Why was Bhagvan beaten?

What roles and responsibilities do the Sarpanch and the Ward Members (Panchs) play in the Gram Sabha meetings? Provide examples based on the actions taken during the Hardas village meeting.
During the Gram Sabha meetings in Hardas village, the Sarpanch and Ward Members (Panchs) play pivotal roles. The Sarpanch, as the Panchayat President, leads the presentation of plans, such as repairing roads and addressing water shortages. The Ward Members (Panchs) participate actively in discussions, suggesting solutions like deepening hand pumps and considering watershed development for a long-term water supply fix. They are responsible for responding to the villagers’ concerns, as seen when discussing the accuracy of the BPL list and exploring permanent solutions for water issues, highlighting their roles in decision-making, plan presentation, and addressing community needs.
Why do you think it's important for the Gram Sabha to approve the list of people below the poverty line (BPL)? How does this ensure fairness and transparency in the allocation of resources?
